Magnesium Sulfate can be used to increase magnesium or sulfur content in soil and can also be foliar-applied to magnesium-gobbling crops, such as potatoes, roses, tomatoes, lemon trees, carrots, and peppers.
This means that the use of magnesium sulfate will not significantly change the soil pH.
